After driver, chipset, bios, firmware updates and system resets.
I was still getting speeds like this:

    wifi

I finally gave up on the usb wifi adapter and got one of these:

    Asus-PCE-AC88

Now I’m getting speeds that look like this:

    new-wifi-card

This is the router I’m using:
    https://www.asus.com/Networking/RT-AC5300/

    This is the networking card:
    https://www.asus.com/Networking/PCE-AC88/

It’s probably only 18 feet away from the router but has to go through a foot thick concrete wall.
